Fish Grouper

What are the best techniques and / or lures / bait to catch grouper, snapper and other species of large fish?
I'm fishing in a saltwater charter boat morning and I would like to increase my chances of catching a fish larger species. I'm not a sport fisherman and have no idea what many of the terms in the local bait / tackle the shop are. I heard that clarkspoons are good but they have no experience in how to use. In addition, What are fishing skirts used and how they work?
Snapper Grouper and like any live or cut bait. (Anchovies, sardines, squid, herring, Medhadden, etc) Most of jigging is done with silver spoons, lures or skirts. Skirts add an effect of life, as the jigs.
